Gangster HQ is a building on the top left of the first island. Entering the building will automatically force you to fight a large amount of gangsters. Upon killing all gangsters the reward is Double-Barrel Shotgun , $625, and some strength. To get the key you need to go to the basketball field in the morning, which is located in the middle of the island. The four gangsters should be standing there, so battle them to get the key. (Be aware that you cannot battle them unless you have a certain amount of strength points.)
